Executive Summary
Thank you for the opportunity to present this proposal, which outlines a project to build, install and develop a web site on OpenACS software. I am happy to be part of your team and I look forward to helping.

The end result of this development, as described in this proposal document, is to have a community web site based on OpenACS 4.6 with the extra customization and web development so that the installation can serve a specific community, plus the step by step documents to repeating the task.

Only after listening to all your needs, thoughts and comments will the exact purpose of the server be determined. Presumably, it will support your business or your avocational interests -- or both.

The costs of moving forward are $4950, not including the cost of the physical server or Internet hosting. You have the option to lease a server and bandwidth for as little as $89/month or we can build your own server and host it at your office. This agreement covers no less then 120 hours of design, strategy, management, documentation and development services. Additional service will be provided as needed at a rate of $60 per hour.

The schedule for development starts immediately and the Specific deliverables outlined in this agreement will be accomplished during the next 6 weeks. Upon agreement to this proposal and payment according to the payment schedule, a strategy, an exact hardware configuration and the domain name of the project will be decided within a week. For the next two weeks, the project as determined in strategy meetings will be developed. The new web site will be ready to launch no later then 6 weeks from the start of the agreement.

Business Strategy
I believe that people who keep costs really low will finally be able to make money off of on-line communities and web publishing. I want mytlc.com to be proof of this concept and I am happy to include ample support to other communities -- and to give back to the OpenACS community -- since all of our sites will benefit from our efforts.

Furthermore, I believe that businesses that adopts and support Opensource software will ultimately be better off then businesses that support other platforms and IT strategies.

An OpenACS server is an enterprise level solution that can scale. It is also an excellent businesses database that provides absolute freedom to customize and extend the applications to suit precice needs and procedures. This proposal facilitates your investigation into the ample possibilities of extending this software to solve your real needs.

Development Overview
We follow the four phases of software development. Strategy, design, production, and maintenance. First we decide on a use for the computer. This strategy phase will take place immediately. During this phase of development we determine exactly how the server is going to be used. The second phase, design, is where we specify the applications that we will want to meet our strategy plus we investigate a look for the logo and colors for the site and the domain name. Production is the completion and testing of the site. Once the design phase starts, changes in the strategy may have timing and cost implications. Once the production phase starts, changes in the strategy or design may have cost or timing implications.

Including the basic installation, this project assumes there will be no less then 40 hours of customization. In addition to setting up specific applications to solve specific needs defined in the strategy phase, three logo and design development cycles are included. The logo and colors will be determined and feedback would be given. This feedback would be incorporated into the designs and the cycle repeated. Then final feedback would be given and the final look will be approved.

The above are general estimates and only after the strategy phase is complete will the exact use of resources be determined. Extra service is available, as needed.

Servers can be had inexpensively today. As of March 13th, 2003, servers can be leased for as little as $89/month. Servers can be purchased for as little as $300. A budget of $180/month or $1000/server is enough for a relatively active and busy production site.
